If you have two users in PGC and you want to make one user both the Admin & Billing user then do the following:

Go to "Settings" > "Users"

If you want only one user on the platform and for that person to be both admin and billing, select the user you want to disable and click "edit", then untick the "Enabled" check box. The other user will now be designated as both admin & billing.
